Enhanced Permits for Road Managers: New Tools in the NHVR Go Portal

The National Heavy Vehicle Regulator (NHVR) has introduced two new tools to the NHVR Go portal, designed to streamline the permitting process and improve road safety and productivity. The first tool is the Historic Access Reporting Tool (HART), which enables road managers to generate historical data on their network and beyond, to identify trends in heavy vehicle usage. This data can be used to analyze past access decisions, identify potential inefficiencies, and make informed decisions about permit applications. Using the HART, road managers can gain insights into the following areas:
• Historical data on permit applications
• Trends in heavy vehicle usage across the network
• Full visibility of past access decisions
The second tool is the Access Permit Rapid Cost Benefit Analysis Tool (Rapid CBA). This tool allows road managers to evaluate the time and costs of administering repeated permits, both in the present and into the future. Using the Rapid CBA, road managers can assess the following:
• Time and costs of administering repeated permits
• Potential savings by pre-approving roads
• Opportunities to optimize permit applications
The HART and Rapid CBA can be used together to provide road managers with a comprehensive view of their permit applications and the impact of their decisions. By identifying patterns and trends, road managers can make informed decisions about permit applications, freeing up their valuable time to focus on other tasks. For example, if a road manager notices that a particular vehicle type is being submitted for permits repeatedly, they can use the HART to identify the trend and the Rapid CBA to assess the time and costs of administering those permits. This information can be used to pre-approve the road, saving the road manager time and resources. The NHVR has stated that the new tools are part of its Heavy Vehicle Productivity Plan, which aims to drive actions such as easing the burden of permits and improving road safety and productivity. The tools are designed to be user-friendly and can be accessed through the NHVR Go portal. Road managers can log into their NHVR Go accounts and find the tools in the ‘Access permits analytics reports’ page. NHVR Go is a single, digital checkpoint for road managers to manage their respective assets and help meet their safety, productivity, sustainability, and regulatory needs. The portal offers access to the National Network Map, as well as self-service tools to manage their networks on the map. The NHVR has stated that NHVR Go will play a critical role in supporting a future National Automated Access System.

“The release of these tools not only aligns with our intention to make more services and data accessible via NHVR Go, but also implement our Heavy Vehicle Productivity Plan, to drive actions such as easing the burden of permits,” said Paul Sariban, Acting Chief Safety and Productivity Officer at the NHVR.
